Cottage Pie With Ground Beef

Made with beef it is a cottage pie; shepherd's pie is lamb. Either way the filling has to be thicker than feels right.

One note on the name: with beef this is a cottage pie. Shepherd's pie is made with lamb. Nobody will mind, but it is worth knowing.

Numbers show the order to work in. Each cell spans exactly the ingredients it uses.

Reduce it further than feels right

The filling should be thick enough that a spoon dragged through it leaves a channel that stays open for a second. If it is at all soupy the potato sinks, and you get a gray layer instead of two distinct ones.

Cool the filling

Spreading mash over hot filling means the mash melts into it. Twenty minutes of cooling, or make the filling a day ahead, and the two layers stay separate.

β€œAnd then let the flavor do the work and don't try to do too much.”

Gray Shipley

Fork the top

Ridges brown; a smooth surface does not. Drag a fork across the whole top before it goes in the oven. It is the only decorative step in cooking that is actually functional.

β€œI like to go with something a little more economical. And so either something like a chuck roast or a sirloin tip, maybe in the crock pot or some short ribs this time of year. Or, I like taking out maybe some skirt steak, some fajita meat, and making some tacos, making some fajitas, getting something that you can just kind of chop up and mix up whatever.”

Gray Shipley

β€œSo, making, I've sometimes done a ground beef and pork burger blend where you do like a two-thirds beef and a little bit of, and a third of a pork to make a burger that has a little interesting flavor. Or same thing with meatloaf, mixing beef and pork together. Most people don't think about doing that.”

Getting the browning right is in how to brown ground beef.

About this guide

Written at Shipley Farms in Vilas, North Carolina: a family cattle farm raising and dry-aging beef in the Appalachian Mountains, now in its fifth generation. No shortcuts since 1872.

Every quote on this page is Gray Shipley talking, the man who runs this farm. We sat down with him, turned on a recorder, and kept his own words. Hesitations are trimmed so they read on the page. Nothing else is added or reworded, except where Gray revised his own words in review.

Nobody knows this beef better than we do. On food safety we leave it to USDA FSIS and FoodSafety.gov, and we have linked their pages above. Reviewed 3 October 2026.
